The Chartered Institution of Service Engineers Building (pronounced 'sib-see') is an international professional engineering association based in London representing the building service engineer. It is a full member of the Construction Industry Council, and consulted by the government on matters relating to construction, engineering and sustainability. It is also licensed by the Engineering Board to assess candidates for inclusion in the List of Professional Engineers.

History
The Chartered Institution of Building Services (CIBS) was formed by the 1976 merger of the Institution of Heating and Ventilating Engineers (founded in 1897) and the Illuminating Engineering Society (founded in 1909) received the Royal Charter in the same year. The word 'Engineer' was added in 1985, and therefore the Institution became CIBSE.

Overview
The purpose of the Institute, as defined in the Charter of the Kingdom, is to "support the Science, Arts and Practices to build engineering services, by providing to our members and communities with first-rate education and information services and promoting the spirit of fellowship that guides our work." The agency mainly focuses on:
- Promote competence through education, training, and enrollment.
- Provide up-to-date knowledge of art, science, and environmental engineering built through its membership network, publications and research.
With a dual focus on engineering and economic construction sectors, CIBSE provides a coordinating role for the application of the principles of science and multi-disciplinary engineering in the built environment, and promotes the delivery of integrated projects in collaboration with others in construction.
Membership
As of May 2014, CIBSE claimed membership of over 21,400, out of 98 countries. The institute is organized on a regional basis; with 16 territories in the United Kingdom and three regions abroad:

- Australia and New Zealand

CIBSE has eight membership tiers, with four major postnominal designs. This is:

Three communities and one institution are in the CIBSE to reflect the specific areas of expertise that exist in the field of building services:
- Faculty Technical Society (SFE) was founded in 2003 as CIBSE Society but with the support of IStructE and RIBA. The goal is to advance knowledge and practice in facade techniques.
- The Society of Light and Lighting (SLL) acts as a professional body for lighting in the UK. It represents the interest of those involved in the art, science, and light and lighting engineering in their widest definition and has more than 2,000 members in the UK and around the world.
- The Society of Public Health Engineers (SIPIL) is to provide a higher profile and focus for public health engineers within CIBSE.

The CIBSE-ASHRAE Group is unique in CIBSE because it is not linked to a specific sub-discipline of building services and aims to focus primarily on issues related to the American Society of Heating, Refrigerating and Air Conditioning Engineers (ASHRAE).
Certification
In recent years there has been an increasing focus on sustainability and green design by the British government. The implementation of Section L (Fuel and Electrical Conservation) of the UK Building Regulations in 2006 led CIBSE to establish a Low Carbon Consultant List to ensure that a competent and trained professional body is available to implement various regulatory requirements, particularly in performing relevant calculations to demonstrate reducing the required carbon emissions from buildings in both design and operation. Members of the Registry should conduct special training and inspections to demonstrate their competence in various aspects of the regulation.
The CIBSE scheme further offers accreditation as a Low Carbon Energy Assessor (LCEA), again subject to special training and inspection, which then can provide Energy Performance Certificates (EPC) and Energy Display Certificates (DECs), as required in Performance Energy in Building Regulations (EPB Rules). This certificate may only be granted by an accredited energy assessor who is a member of an approved scheme such as the Low Carbon Energy Assessment List. Furthermore, assessors are required to update their training regularly to ensure that high competency standards continue to be met.
The LCC scheme has been expanded in recent years to be included in the Low Carbon Consultants class: Energy Management System, the LCC has been trained and tested by CIBSE to ensure they have the relevant competencies to assist organizations to implement BS EN 16001.
CIBSE also offers certifications for Air Conditioners, to conduct inspections as required by the 2007 Building and Energy Performance (Certification and Inspection) Regulations (2007 and 2007).
On May 17, 2012, CIBSE Certification is approved as a Certification Body for Green Reforestation Organization and Its Advisor. This will enable the CIBSE Certification to offer training and certification to professionals who wish to offer advice under the Green Agreement.
Training
Many training options are available through CIBSE, with the goal of providing special courses, conferences and seminars for those engaged in the building services industry. Mid Career College (MCC) is a branch of CIBSE that focuses on providing Continuing Professional Development (CPD) training, to improve and improve the skills required to become a professional engineer. Includes programs from fire and mechanical and electrical safety courses, to facility management and training that focus on business skills. An online module can also be completed which can be used to contribute to the Edexcel Advanced Professional Diploma in Building Service Engineering.

CIBSE publishes several guidelines for the design of building services, covering various design criteria and recommended standards, some of which are cited in UK building regulations and therefore form legislative requirements for major building works. The main guides are:

CIBSE also publishes a monthly magazine, CIBSE Journal (formerly Journal of Service Services). This includes industry news, analysis, comments, features, technical articles, regulatory suggestions, and learning tools.
Two quarterly technical journals were also published in connection with Sage: Building Services Engineering Research & amp; Technology (BSERT) free online for all members of CIBSE and Lighting Research & amp; Technology Journal (LR & T) which is free for Society of Light and Lighting members only.
Building a Performance Award
The Building Performance Award (formerly Low Carbon Award) is held annually by CIBSE to recognize excellence in building work. The 2015 award is presented at Grosvenor House in London, with prizes allocated in the following categories:
