Phillip Emery (born January 16, 1959) is an American football scout for Atlanta Falcons and former general manager of the Chicago Bears of National Football League (NFL), a role he held from 2012 to 2014.

Emery was born and raised in Michigan and attended high school at Garden City East High School (now Garden City High School). Emery was an area scout for the Bear from 1998 to 2004, working first under VP of Personnel Mark Hatley and then Jerry Angelo while serving head coach Dave Wannstedt, Dick Jauron and Lovie Smith. He was employed by Rich McKay as search director for Atlanta Falcons in May 2004 and served in that role through the 2008 draft. After the 2008 bill and by employing Falcons new general manager Thomas Dimitroff; Emery worked as East Scout Regional in the fall of 2008 and through Draft 2009. Emery was appointed as director of scouting college for Kansas City Chief immediately after the 2009 bill and remained in that role until the end of January 2012. Prior to Bear's job, she was an assistant coach soccer graduate at Central Michigan University (1981), offensive line and strength and conditioning coach at Western New Mexico University (1982-1983), defense lines and strength trainers at Georgetown College (1984-1985) and later Saginaw Valley State University (1985 -1987), before being named the assistant strength and conditioning coach at the University of Tennessee (1987-1991). Emery was employed as Head Strength and Conditioning Coach and Assistant Professor at the United States Naval Academy (1991-1998).
Emery returns to the Falcons in 2016 as a lookout.
Chicago Bears
2012
In 2012, Bears general manager Jerry Angelo was fired. During the team quest, Emery is one of four candidates, and is one of two finalists for the job, along with Arizona Cardinals director of pro-personnel Jason Licht. After being hired, Bears chairman George McCaskey told Emery that although Lovie Smith's head coach contract lasts until 2013, and that Smith will become head coach in 2012, Emery will have the ability to make changes in position after the end of the 2012 season. Smith was eventually dismissed on 31 December 2012 after the Bears missed the playoffs, despite having led the team to a 10-6 record.
In Emery's first draft, she chose Shea McClellin, Alshon Jeffery, Brandon Hardin, Evan Rodriguez, Isaiah Frey, and Greg McCoy. Overall, critics have varied reviews on Emery's debut designs, with members of the Chicago Sun-Times providing an average design value of "C".
On December 31, the Bears front office released the old head coach of Lovie Smith, and Emery started looking for a new head coach.
2013
On January 16, Bears announced recruiting head coach Alouettes Montreal, Marc Trestman as head coach. Trestman is widely regarded as Emery's choice because of his brain approach to the game and the ability to improve the performance of the quarterback he has worked with.
In the second draft Emery, he chose G Kyle Long in the first round (overall 20), LB Jon Bostic (overall 50), LB Khaseem Greene (117 overall), OL Jordan Mills (overall 163), DE Cornelius Washington (overall 188) and WR Marquess Wilson (236 overall). Reaction mixed with ESPN Mel Goalkeeper Jr. which gives the whole Bears a whole draft of class C, which states that the final lap pick has no value. But Jason Chilton rated individual picks higher in the next round. The Bears ended the season with an 8-8 record and failed to make the playoffs.
2014
In the third draft Emery he chose CB Kyle Fuller in the first half (1st round, 14th overall), DT Ego Ferguson (2nd round, 51st overall), DT Will Sutton (round 3, 82), RB Ka'deem Carey (4th) round, 117 overall), S Brock Vereen (4th round, overall 131), QB David Fales (round 6, overall 183th) P Pat O'Donnell (round 6, overall 191), and OT Charles Leno, Jr. (7 round, 246 overall). The Bears trade with the Denver Broncos, swapping the Bears' fifth-round pick in 2014 and 2015 for Broncos 4 and 7 picks in 2014. It ends by giving the fifth rounds of the Bears no, but two additional picks in the fourth and sixth rounds. Emery also carries free agents that are not strung together, Jordan Lynch and James Dunbar. Bucky Brooks of NFL.com gave Bears draft B, and called Carey's 4th takeover round as the biggest draft.
In addition, Elliot Harrison of NFL.com ranks offseason Bear moving as the second best in the league based on a strong design and addition of free agents DE Jared Allen, Willie Young, Lamarr Houston, Israel Idonije, and QB Jimmy Clausen.
On December 29, 2014, Emery was fired from the Bears after the team grabbed a 5-11 record, worst since their debut with Lovie Smith, and, again, missed the playoffs. A significant factor, contributing to Emery's death is his direction to extend contract midfielder Jay Cutler in January 2014 to a lucrative seven-year deal with $ 126.7 million, of which $ 54 million is secured. This negotiation has been regarded as the worst contract in the NFL.
The Bears hired Ryan Pace on January 8, 2015 to replace Emery as GM.
